Click Users in the top menu.

Use the Select All button to select all users, or use the search bar to find specific users you wish to enrol on your custom course. If you want to enrol members of a group, you can find them in the menu on the left. 

Once you have selected the users who you wish to enrol on your custom course, click the Actions menu next to the search bar. On the drop-down menu, click Enrol on course.

The Course Enrolment window will now appear. Under subject, select Custom. This will let you see your custom courses that you have created with Course Builder under the Course option. Now, select the custom course onto which you wish to enrol the selected users. 

Click Enrol to finish enrolment.
